Clearfield and Syracuse are growing fast. Infrastructure must keep pace — and Kara will fight to make sure it does.

The Challenge

Davis County is booming — but our infrastructure is falling behind

Davis County is one of the fastest-growing areas in Utah, and House District 14 sits at the heart of that growth. Clearfield and Syracuse have seen explosive residential and commercial development over the past decade, bringing new families, new businesses, and new energy to our communities.

Our infrastructure was not built for the community we are becoming.

But growth without planning is chaos. Roads that were built for a fraction of today’s traffic are congested and dangerous. Water systems are strained. Aging utilities struggle to keep up with demand. And without coordinated investment, these problems will only get worse.

The reality is clear: our infrastructure was not built for the community we are becoming. We need a legislator who understands that roads, water, transit, and utilities are the foundation of everything else — our economy, our property values, our quality of life.

Population Explosion in Our Backyard

  • Syracuse is growing at 4.06% annually — its population has surged 30.61% since the 2020 Census, from 32,390 to 42,303 residents. That is one of the fastest growth rates in all of Utah. Source: U.S. Census Bureau / World Population Review, 2026

Infrastructure Investment Already Underway

  • $385 million I-15 / 1800 North interchange — a new interchange at 1800 North and I-15 in Clearfield will improve east-west mobility across northern Davis County and create a new access point for Hill Air Force Base. Completion: Fall 2027. Source: UDOT, 2025
  • West Davis Highway carrying 28,000 vehicles daily — one year after opening, the 16-mile SR-177 corridor is already reducing I-15 congestion. Phase 2 expansion construction begins Spring 2026. Source: UDOT, January 2025
  • New Shepard Lane I-15 interchange in Farmington — will cross over Union Pacific and UTA tracks, opening in late 2026 to relieve congestion for commuters throughout HD14. Source: UDOT, 2025
  • Water infrastructure is the next frontier — Clearfield adopted its Water Use & Preservation Plan in November 2025. Why this matters for HD14: District 14 sits at the epicenter of Davis County's growth. Syracuse is the fastest-growing city in the county. Clearfield is home to a $385 million interchange rebuild. These aren't future problems — they're happening right now, and they demand a legislator who understands the data and will fight for the investment our communities need.

Coordinated planning. Strategic investment.

Kara believes infrastructure decisions must be driven by data, coordinated across jurisdictions, and aligned with the Wasatch Front Regional Council’s Unified Transportation Plan. Piecemeal fixes and short-term thinking have left us behind. It’s time for a comprehensive approach.

Transportation & Roads

Our roads carry more cars than they were designed for. Kara will push for state funding aligned with WFRC’s Unified Transportation Plan to widen critical corridors, improve intersections, and create safer routes for pedestrians and cyclists. She supports FrontRunner double-tracking and expanded transit service to give commuters real alternatives.

Utah’s water future depends on the decisions we make now. Kara will advocate for sustainable water infrastructure investment, support conservation-minded policies, and ensure our utility systems can handle continued growth without sacrificing reliability or quality for current residents.

Smart Growth & Land Use

Growth should enhance our communities, not overwhelm them. Kara supports thoughtful land-use planning that respects existing neighborhoods, preserves open space, and concentrates commercial development in appropriate corridors — all while keeping local governments in the driver’s seat.

  • Align state transportation funding with WFRC’s Unified Transportation Plan to prioritize projects that serve Davis County’s rapid growth
  • Secure dedicated infrastructure investment for rapid-growth corridors in Clearfield, Syracuse, and surrounding areas
  • Protect Utah’s water resources and invest in sustainable supply for growing communities
  • Ensure new development pays its fair share through updated impact fees that reflect true costs
  • Support FrontRunner double-tracking and expanded transit connections to reduce congestion and improve mobility
  • Advocate for broadband expansion to underserved areas within the district
  • Strengthen partnerships between state, county, and city governments for coordinated infrastructure planning
